This is the best guide I could find. Whoever wrote this though thought it would be a good idea to seperate Orbs and Missions locations. I would recommend doing missions on Normal and orbs locations on your hard-playthrough.
Also, do this with Lucia.

Seriously does anyone have a price list of each purchase of blue orbs from the shop that would be awesome.

To max your health bar in Devil May Cry 2, you need to collect all of the blue orb fragments, buy all of the blue orbs from the shop, and complete all of the secret missions. Refer to this guide for locations and strategies.
