The achievement is story-related, but missable.

Quest: Star Crossed Lovers
Provider: Missing person banner / Chuntao.
Location: Chinese District - Taijo
Additional Info: You may want both levels of Charisma before working on this side quest as it will help with dialog in Aphrodite making things easier. Also note that the quest is missable.

You will come across a missing person poster on the side of buildings in the Taijo area. Pick it up and then head into Chuntao's Chinese restaurant to see who is missing. She informs you it is her brother Shen. She tells you that her brother ran off with a woman named Lily, but does not know where Lily is although Lily's friend Charlene may. After accepting her request the quest will begin.

You could find Lily by simply exploring the map (Afterlight Boulevard), or you can try locate Charlene to get the scoop. Charlene is located in the upper area of the Chinese Quarter. Go as far left as possible and take the elevator up and then the door to the right. Charlene will not willingly give up info on Lily, and as such this is where the charisma skill comes into play (at least level 1). I suggest a quick save before you begin dialog with Charlene in case you journey down a path of questioning that does not result in info for you.

You find out that Lily is in the club 'Aphrodite' which is in the Afterlight Boulevard area. Lily is sitting on a chair to the left upon entering the club. We find out from Lily that Shen has become an pleasure of Aphrodite. I highly advise breaking into Lily's room (top floor left side) before doing either of the two options.

There are two ways to get Shen out of Aphrodite.

1) Schedule a "pleasurable encounter" with Lily for Shen. $600 is the flat rate, or it can drop down to $400 with max charisma and the option about Shen being new. You then talk to Shen about getting out and can show him evidence, or just tell him to take a break.

2) Confront Lily about Shen and then simply break into the complex to get to Shen (top right room).

Make sure you schedule your encounter with Toshan before doing anything regarding Shen otherwise you lock yourself out of the ability to do so and will need a new playthrough to get all three pleasurable encounters.

Actually getting Shen out can come one of two ways, documentation from Lily's room or convincing.

1) Show Shen documentation regarding Lily's agreement (which can be found on Lily's PC). This will show Shen he's not actually loved and instead being used.

2) Convince Shen to go home by suggesting he take a break. You will need one charisma to peruse this option. This is the only way you can avoid getting the documentation from Lily's room.

Once Shen is on his way back home, return to Taijo and speak with Chuntao. Shen has returned to her.

You will get a reward ($500) for bringing Shen back, but we find out that Shen's not out of the woods yet. Ask her how Shen is doing, and Chuntao tells us Shen is in unstable condition. The Exalta has him hooked. You have 2 options:

1) Say "I wish there was something I could do...".
2) Offer Chuntao some Anti-Exalta Withdrawal pills to help Shen.

1) Keeping the pills will allow you to sell them at a later date to any vendor, or to Speedy for extra cash.

2) Giving the pills to Chuntao will give you an extra $200 reward (less than if you sold them on the street).

After this the quest ends granting you 1,000 experience.
