He will have 2 quests , simply complete those for the achievements. The second quest shouldn't be a problem but for the first one the pill you need are sold in the pharmacy in Fixers Hope. You'll end up there when following the main quest anyway.
I'm not sure if this is missable or not.

Essentially you can talk through the dialog at your own pace, but you will need to get pills for Georgij to calm down. You can go to one of three stores: Sam's general store in Downtown, Mr. Holm's pharmacy in Fixer's Hope, and a kid by the name of "Speedy" who hangs outside the Nightingale bar in Afterlight Boulevard. Whichever area you buy from, the original price is $80. You could have also found some antichems in the Bad Chemistry quest which would avoid having to spend money on them.
The second part of the achievement deals with the quest For a Few Credits More. The second phase of Georgij's plan is to put a virus in vending machines throughout Harbour Prime so he can benefit. Find any vending machine with the blue exclamation mark over it and then interact and upload the virus. You need to do this to five vending machines total. Return to Fixer's Hope and speak with Georgij at his new shop to unlock the achievement.
