You need to have completed the Adapt or Perish quest.

You don't need to convince Seifer to go public with the info you informed him of about BioFarm Tech. You have multiple ways you can deal with him, even killing him. Convincing him to go public though can get you the Silver Tongue achievement if you don't already have it.
(Note: You need at least 1 point in your charisma stat to convince Seifer)

After you get abducted and meet Raycast later on and return from the Unknown Location map you can go to Highrise, to the BioFarm Tech building and go inside. There will be a different receptionist at the desk, talk to her and get the achievement.
The building doesn't look the same at this point, so you will know when the new receptionist will be in there as the outside is broken up and spray painted.

I did not know that you needed to have gone to the Unknown Location area where Raycast is located before the BioFarm Tech receptionists would change. I had to look it up.

You don't need convince Seifer to go public. You only need to complete the Adapt or Perish mission with AJ. However, convincing Seifer will also trigger the Silver Tongue achievement. So, I recommend it.

Ok... what did I do wrong? Seifer went public, completed the Quest. Advanced in the story, the building is vandalized with MURDERERS but the receptionist is the same.

You need to talk to the receptionist and either pay her or convince her to give you the info, even if you already have it. If the quest Adapt or Perish has been cleared, the receptionist won't give you the info anymore.

This achievement is story-related, but it is missable.

Quest: Adapt or Perish with convincing Seifer to go public with the dirt and then Narrow Escape.
Provider: A.J. for Adapt or Perish and Lydia for Narrow Escape.
Location: Eden's Restaurant for Adapt or Perish and Industrial Zone rooftops for Narrow Escape.
Additional Info: These are both side-quests that do not need to be completed for the completion of the game. You must also have at least 1 point in charisma in order to convince Seifer to go public with the information on BiofarmTech to get the opportunity to see a new receptionist.

Adapt or Perish is a side-quest related to finding out more regarding Biofarm Tech and their connection to some happenings. A.J. turns out to be a reporter who is trying to get to the bottom of the issue. You first main step will be to head to Biofarm Tech and speak with Claire who is the receptionist. Your approach should be firm, but fair in order to get her to the point where she asks for compensation for information.

You then head back into the Sewers based off of your newly found information and deal with Lorraine for a second time. As you keep pressing on, eventually your search will direct you toward the Seeder's outpost and to a man name Seifer. Seifer is key to earning this achievement so be very careful with how you handle him. Essentially Seifer is a good guy caught up in a bad situation and the end of Adapt or Perish part 1 has you finding out what's going on with Biofarm Tech and leads you to how you will deal with Seifer with Adapt or Perish part 2.

Previously I mentioned that you will want him to come clean with the dirt he knows--well this is the time to make that decision. You will need one point in charisma to 'convince' him to take his story to court and blow the roof off of Biofarm Tech. Once Seifer is set to cause you will need to finish up the quest, Narrow Escape and upon your return head over to the Biofarm Tech building and head inside to meet the new receptionist.
