Soto is found on a roof top in the Downtown section of the map.
Enter the apartment building that Timmy(The one who gives you a quest to help his mother) is standing outside of. Use the elevator and go to the top floor and head outside.
Jump off the roof to the left, not very far away and you will land on the roof of a smaller building. Jump from the left of this building at the very edge to just barely reach another roof that you will climb up and find Soto meditating. You need the high jump augmentation installed to reach this area. After talking to Soto he can upgrade your leg implants so that you no longer take fall damage from high falls.
The achievement will unlock once you start talking to him.

Soto is found in the Downtown area sitting above the Everyday Guns store. You will need to go to the apartment building Timmy is standing outside of and head to the top floor. Now drop down to the ledge on the left and get ready to make a run and long jump for a ledge you cannot see. Run and perform the longest high-jump you can and make sure you press 
to grab the ledge.
