If you want to get this achievement quickly you can always buy gear from act 4, they will mostly be above level 25, then there is finding them off the ground and just keeping them as you don't have to worry about it being blue, yellow, or legendary.
Then there is the crafting way, just go to the blacksmith and train him to get gear above lvl 25, make sure you salvage findings if you want to make gear! (Blue, yellow, or Legendary can only be salvaged)
NOTE: If you have a lvl 25 two handed weapon you don't need a shield to unlock the achievement.
