In the third act, quest is kill the seigebreaker. Use the Waypoint and select The Bridge of Korrsikk, step forward and you will be in the Fields of Slaughter. If you run along the edge of the map you can find a Loot Goblin.
I was also able to find a Loot Goblin in the caves of frost while looking for the gibbering gemstone. So if you are really lucky, you can get up to 3 in a single run.

I have confirmed this on hell and inferno, across all difficulties. He spawned ~~95%~~ 100% of the time. I was able to grind out 15 in less than an hour.

Do you have to actually land the finishing blow on the goblin? Or just be there when it dies? I play this game mostly in co-op so, just wondering.

I would think it counts for both. You will hit 100 long before getting 5 million gold anyway.

Can confirm that this works 100%, the goblin isn't always on the edge of the map but he's always there somewhere. Superb find, managed to slaughter the 18 I needed in the space of an hour and a half :-)

I got this beofre I had picked up 2,000,000 gold. When you see one chase it! Dont stop and ignore EVERYTHING else. Also, i got most of these whle doing infernal machine farming runs.

I know this is old but does anyone know if the other 'treasure enemies' count towards this? Like "Treasure Bandits" for instance? I completed the Xbox One version and do not remember seeing these enemies.

@hateme4141 yeh its possible to get 2 but not very often and also be sure to check the caverns of winter and the cave of ice if they have spawned have found some in those locations also. (i think thats the name of them)

[Potential spoiler if you haven't beaten the story]

Just a little something to add to the other solutions posted here. This one is based on a random chance of an item drop. But I just wanted to post it here for people to be aware when they find it.

The best item I found to help out with this so far is a Puzzle Ring. The ring that I found has a property to randomly spawn an treasure goblin when hit. If you find one of these, make sure you wear it. I found my ring about half way through my Nightmare play through when I had just over 50 goblins found, and by the time I finished Nightmare I was about 15 away from getting this achievement.

One more thing, you may want to take the ring off for boss fights. It was a little more than alarming when a goblin suddenly appeared during the fight with

That's how I'm going for the achievement, this item makes things really easier and removes the need to grind for it.
Plus, the goblins spawned thanks to this ring are weaker than the "normal" ones you find here and there and don't flee as fast, thus making them way easier to kill.

yes this works best! And to double the chance i got two variants of Puzzle ring one that boosts dexterity and the other one that boosts intelligence with various other properties. I had one equipped and gave the other to my follower. I am just 9 goblins away from the achievement now. Wearing this a goblin spawns atleast once in every level.

Treasure Goblins (Pygmies) are fat little, money bag carrying goblins that will drop coins whenever you hit them as they run away from you. If you can successfully chase them down and finish them off before they open a portal and escape, they will drop a lot of gold and items. Repeat this process 99 more times and the achievement will unlock.

This may or may not be a tip, but I find Treasure Goblins far more often while playing in Hardcore mode, and those kills will carry over to your primary playthroughs.
