Vendors do not seem to sell level 60 gear, even in Inferno act 3/4.
I started finding level 60 gear in act 4 Hell. I suggest stashing a level 60 item for each slot as soon as you start finding level 60 gear (rather than salvaging/selling) so can collect most of it through normal progression and don't have to go crazy looking for it all at once. I wasn't diligent in keeping level 60 stuff as I progressed through Inferno and had to farm for a few pieces. I ended up crafting a level 60 body armor but (I believe) it was from a blacksmith plan that I had found. So crafting is an option!
I ran through the Arreat Crater and killed Azmodan (on Inferno) several times to hunt for the few items I needed. I also found a few awesome Legendary items in the process.

The blacksmith can very cheaply make level 60 items. Way easier than farming. You'll only need rings.

For Armed to the Teeth, you will need equipment level 25+, which will start dropping near the end of your first playthrough, and will drop indefinitely for the remainder of your time spent on that character.
