How to unlock the Estuar Sightseer achievement in Diablo IV - Definitive Guide
Thanks to @Gixore for finding a solution after the S1 update.

If you play on PC and on Xbox, you already have the map revealed on a character and on Hardcore, this achievement is (as far as I know) unobtainable. Your Battle.net account is linked to your email address (same as your xbox email address). If you unlink the account, you cannot link THAT battle.net account to any xbox account for a year.
I made a second battle.net account. (NOTE: You cannot link 2 battle.net accounts to 1 Xbox account). On the website of battle.net you can add your xbox account. First I did link my google account to the second battle.net account. I did this so it will search for my xbox account that is also linked with my outlook email address. Once the google account is linked on the second battle.net account, you will add your Xbox account.
*This will unlink your previous link if you already played the game on Xbox. So make sure you have all the achievements already. You cannot switch back as it has a 1 year cooldown.

Original solution:
So this achievement is for exploring the whole map.
This one is pretty big undertaking as there is no way to track which regions you have found and which you haven't. The easiest way that I was able to finish this was to go to any area that looked blank within the map and go there. Once you discover the region then it will be more detailed on the map instead of having a generic "fog" over it.
I would say don't attempt to get this till after getting the mount (pretty late in the story) as it will make it go much faster then walking to each place.

@jupitersailfish Agreed they could have done something different with the fog to make it easier to notice. Congrats on doing the pvp area's. I am scared to do them on HC as everyone says that even if you don't flag yourself that you can get killed.

You can track areas via the Region Progress menu. It will show how many places you are missing.

In order to get the Estuar Sightseer achievement, you’re going to have to unfog the whole map. In total there 306 different areas, with a breakdown as follows:
I’d wait until you get Diablo 4’s mount before you try this though, just to save you a lot of time running around at half the pace. Systematically work around a region at a time, add some waypoints into the fog, and then dash from fogged area to another - you may even encounter some Altars of Lilith along the way as you go!
You won't be able to get this before you complete the campaign though, as some of the locked areas for the final dungeon are fogged until you go there for the last quest.
- Fractured Peaks - 76
- Scosglen - 70
- Dry Steppes - 51
- Kehjistan - 54
- Hawezar - 56

You just need to open all areas on the map. The entire map is divided into the regions “Broken Peaks”, “Dry Steppes”, “Hawezar”, “Kejistan” and “Scosglen”. For convenience, open the map and click , there you can switch between regions and track how many areas are open.

In Kijistan I spent a long time searching for the last unexplored piece of land. And it turned out to be a small island at the bottom left of the map. You may also not notice the island that is located on top of Kijistan. These closed areas appear slightly differently on the map
