I used this video how to unlock the character . Very Important do not swap the item from the red chest after you filled it up if you do so and cannot use it in level 3 you have to delete your save from cloud and console and start all over

This was not in this location for me. Went here many many times across runs, turns out it was a completely different location, perhaps its been changed. Was in a cave entrance near the teepee tents.
