How to unlock the Infinite Medal Collector achievement in Digimon Story: Cyber Sleuth - Hacker's Memory - Definitive Guide
The Bad News: there are 700 medals total in this game; the original 500 from Sleuth and 200 new ones.
The Good News: Victory Uchida isn't required because the medals he gives are obtained elsewhere (the items he gives out should still warrant your attention)
The Great News: if you imported over a save from Cyber Sleuth and have any of the original 500 medals from that game you only need to fill in the missing spots which will cut down your hunting and grinding SIGNIFICANTLY.
Disclaimer: because of their decision to bring the original 500 medals over I will NOT include them in the list here. Their locations are the same as they were in Sleuth and I'm going to assume you got the platinum trophy for that game before starting this one so please use the Cyber Sleuth guide if you haven't found them all there yet.
Medals are obtained a few ways:
rewards for winning battles
in my opinion the most common way to obtain a medal; there is no guarantee that a medal will be given at the end of a battle so increase your odds by equipping Large Capacity USBs to your Digimon party (specifically the 3 you use in battle) to increase item drop rate. Additionally BlackKingNumemon is a Digimon with a special ability that works the same way as the USB so you can use one or the other...or equip 3 USBs to your BlackKingNumemon ;)
rewards for completing cases
just do lots of cases and pay attention to the rewards section of each post so you don't chase after a duplicate medal or complete tasks that don't give any.
purchased from Gacha machines
Gacha machines look like gumball machines but when you give them yen you receive a capsule with a medal inside. The best method is the same as it was in Cyber Sleuth: purge and grind.
Hand in all your medals to the Medal Man on the 4th floor of Nakano Broadway (the same guy as the previous game) and sell him your entire inventory. When you've done so pick one of the gacha machines and keep putting money into it until you have 30 different medals. Do not get confused, six copies of an Agumon medal is still only ONE medal in this method!
When you spend a fair bit take a break and look at your medals list in your inventory. If you have 30 different medals return to the Medal Man, sell the bundle, and go to a new gacha to repeat the process otherwise keep grinding until you do.
The gacha machines exclusive to this game are located:
1) outside the green Game World building - from the Hudie cafe go to the left and it's the building right next door. There will be a lady dressed as a cat maid (Japan!) and the blue gacha will be on her right.
2) inside the aquarium - from the Hudie cafe go to the far left end of the strip and you'll find a wall that says Suncine City (next to the Tokyo Handy shop); take the escalator down, you can't miss it.
3) outside the Game World Amusement arcade - from the Hudie cafe go to the right end of the strip and into the next area. Cross the street to the left side and you'll see the red gacha under the corner of the arcade's signage.

just as it says; they appear as white gleams/stars like any other object you'd find but this only applies to the new 200; the original 500 cannot be obtained this way.

a little more vague but there aren't any new medals you can get from this method; the NPCs in question only show up post-game and will sell you 50 medals (individually) for various prices, ranging from 100 to 30,000 yen:
Medal Master 1 in Kowloon 1 (in the playground)
Medal Master 2 in Hacker Forum
Medal Master 3 in Under Kowloon Level 5 (in the last area)
Medal Master 4 in Kowloon Level 5 (in the last area)
