Hacker Memories are collectibles that appear in areas as shiny, interactive objects just like medals and other items. Picking them up adds it to your inventory but you won't know what one you've picked up until you go to your PC at the cafe and open the Hacker's Memory folder.
This will unlock when you look at your first Memory, regardless of what number it is or when in the story you view it. There are 36 in total so it's unlikely you'll make it through the whole game without viewing at least one but there are some missable ones that you won't be able to obtain if you finish Chapter 13 before collecting them.
