How to unlock the On The Bubble achievement in DiRT 2 - Definitive Guide
Easiest way is to race on Battersea Bridge "King of Battersea", its a Rookie event so AI is a lot easier. Change the difficulty to easy as it gives you maximum flashbacks if you need them, select the best car you have.
You'll probably find you have to hold off on accelarating most of the time as the AI will be so slow, but the achievement should be yours after the first go since its so easy.

I actually found this to be kinda a pain to go for... simply because you have to not only make sure you are 2nd from last place... but watch the timer and as it gets close to zero... start to make your move to the next 2nd to last position. That and trying to keep the other drivers from over taking you and the spot you need... but I eventually got it. :)

Ok so every 20 seconds in these events one racer who is in last is eliminated from the race. You MUST be in the position before last at each elimination point.
So if 5th will be eliminated you must be 4th. If you are struggling with this set the game to the lowest difficulty and keep braking as the AI will be very slow.

As the first poster (HorZa IX) said, "King of Battersea" event on Easy difficulty is by far the easiest way to do this. In fact, it can actually be a challenge just to force yourself to go slow enough. However, this achievement still took me three tries and I couldn't figure out why. But, in my first two tries I had to use a flashback - and DIDN'T get the achievement - but in my third try I didn't need a flashback. Only then did the achievement pop.
Edit: Thanks to the commenters, it appears that a flashback CAN be used, but only after an elimination has been made in the race first.
So, follow HorZa IX's advice, but don't use any flashbacks until an elimination has occurred.

I think the key for using flashbacks is to use it after someone has been eliminated. So wait for them to pull off to the side of the road and then hit the "X" button to resume the race. I used this method and got the achievement

Ageed. Flashbacks can be used, just wait until an elimination has happened first. You can rewind prior to when the elimination happened however and continue on.

In a Last Man Standing race, the person who is last gets eliminated every 20 seconds, the timer will appear on the screen when this is about to happen and it will glow red if you are last. At the start ensure you are in front of the last person, when they get eliminated quickly overtake the next person, and continue this process until finally you overtake 1st place leaving them in 2nd and subsequently eliminated. Change the difficulty to easy if this causes you trouble, the AI are pretty slow and easy to overtake.
