Keep progressing through the story and the event will unlock eventually. For me the event unlocked after I beat the American X Games, the you just have to beat the three races and voila!

Achievements called For Colin worth 75 GP.

Once you've unlocked the American Xgames a special race and car will be unlocked. You'll gain the ford escort mk2. Race and win the 3 races on the colin tag and the achievements yours.

The Colin McRae Challenge unlocks after winning all the X Games events. Complete this last challenge event for the trophy.
