From the main menu select Singleplayer then Timetrial, Needs to be Discipline Rally.
Track preference doesnt matter but i suggest Finland - Mutanen as its one of the shortest and simplest tracks, now cycle trough each class completing the stage to set a time with each one.
Car choice is personal preference as it makes no difference which car you chose.
Any times set in Dirt Tour do not count.
Achievement will unlock at the end of the last stage
Having not experienced the glitch myself i cannot confirm the methods but possible fixes are:
Deleting your ghost saves from your HDD
Clearing your cache
Starting a new save (backup or move the old one)

Can I add that if you have some times saved from the Dirt Tour you still need to race the stages again in Time Trial mode for the achievement to unlock.
I found a list on another achievement site which had a list of cars to use. I used this list and won the achievement first time.
PRO - Ford Fiesta RS rally car
OPEN - Ford Fiesta open class
S2000 - Abarth Grande Punto
90s - Toyota Celica GT- Four
GBOUP B - Ford RS200
80s - Renault 5 Turbo
70s - Opel Kadett GT/E 16v
60s - Renault Alpine A110
Like said before you do not have to complete the RAID section
The easiest and quickest track for me was Finland - Mutanen

My suggestion is to select Single Player and then Time Trial from the main menu, and make sure to select Rally. Go class by class, on the track "Crocodile Point" in Kenya, as it is the shortest rally track available. Once you register a time trial time with each class, the achievement will unlock.

From the main menu go to "Single Player" and then "Time Trial". You need to complete a rally time trial in each of the classes. You can see the global times as you look through the tracks in order to see which ones are the fastest to complete. Tracks like "Crocodile Point" in Kenya and "Isojarvi" In Finland are good choices, or any others with similar completion times. Here are a list of the classes for reference:
