How to unlock the The Tourist achievement in DiRT 3 - Definitive Guide
I clicked Time Trial, then find Monte Carlo, then you need to select the track 'Route Des Anges'.
Drive along the track and do the first hair pin, then do the second hair pin, then if you keep driving the road will sweep left. DO NOT TURN. Just let your car drive straight off the cliff. It will keep respawning and driving off the cliff.
Use an elastic band or some tape to secure the trigger and leave it for an hour or two until you have the achievement.
Simples!

The Extra Miles can be obtained online. ( Thanks To azGRIMES for this addition to the solution)
Also another point raised, is that the achievement unlocks mid race, so if you wished you could rubber band your controller on a hairpin and grind it out.(Thanks To Spilner for this Addition)
These miles can be done in any game mode including time trail (Thanks to captincrampy89 for this addition)

This is a cumulative achievement across all game modes. After completing the 7 events in Dirt Tour, you'll be about half-way done with this. Now you can choose to play online or single player time trials for the remainder. The achievement will unlock while you are racing.

Getting through all the new Monte Carlo DiRT Tour races once will get you near enough half way to this total. For the rest I would just suggest heading online and playing jam session rally events, since you can dictate what tracks you join or select if you make your own game. You can go for "French Connection" and avoid having to boost it afterwards if you want since you will need to do a good bit of racing on these tracks anyway.
It will take just over two full playthroughs of the Monte Carlo races.
