This one unlocks through natural progression

and should unlock while completing the first DiRt Tour Piramide
near the end of completing it.

I got this one after completing the second to last tutorial in the Gymkhana Tutorial

also using cars with higher objective bonuses makes this quicker!

If you get the Super Star achievement - level 35 in a network game, then along the way, after about the tenth level, you will definitely get this achievement.
