This is unlocked via progression in Career mode. Specifically this is for progress through the Rally Discipline.
As the achievement says, you must make it to "International Rally R-3"
To do this you must obtain the necessary medals for:
1. National Clubman (1 Event, 1 Stage)
2. National Rally B (1 Event, 2 Stages)
3. National Rally A (2 Events, 8 Stages)
After completion of National Rally A, International Rally R-3 will unlock and so will your achievement.
Rally R-3 has another 6 Events, 28 Stages
As the achievement says, you must make it to "International Rally R-3"
To do this you must obtain the necessary medals for:
1. National Clubman (1 Event, 1 Stage)
2. National Rally B (1 Event, 2 Stages)
3. National Rally A (2 Events, 8 Stages)
