This can easily be done in a Custom Event. Create a new Championship, 1 Event, 10 Stages.
Select any Stage you're comfortable with driving (I went with the shortest route in Spain).
Set the weather to Showers.
Set the AI difficulty to 1 (Very Easy).
Once you've won a Stage and continued on to the next your Achievement progress should increase. Do this 10 times for the unlock.
