In the Service Area, head into Setup.
Change any of the sliders, then press
to save your Setup and get your Achievement.
If you are in MyTeam you will need to purchase the Unlock Tuning upgrade for your car. If you're in Time Trial, Historic Championships or Free Play you won't need to do this.

A bit misleading....first you must unlock tuning for vehicle with 13,500 credits in the upgrade screen, so it's not something you can unlock out the gate.

It can be done in Time Trial and Free Play, where tuning is unlocked by default.
