This doesn't need to be done in Career mode, but can also be done in Freeplay / Custom Championship.
So just create a Custom Championship with your favorite car class (or maybe the one with the DS 21 so you can also contribute to the "Rock 'n' Roll" achievement while doing this), select only a single stage (preferably the shortest one with 3.95 km), drive carefully and don't hit anything and you will get this within a few minutes.

Super easy with the DS 21 as your top speed on Monte Carlo is a whopping 30mph lol
