This is unlocked by completing either a Daily or a Weekly AI Challenge in the Events menu. Finishing on a certain Tier isn't required, so just make sure you reach the end.

Since these events are like the ones where you compete against other players, but with AI drivers instead, there are no restarts, so take care of the car.

must be missing something here but when i try to complete any daily or weekly challenges it sends me to service area with the option to restart or quit to menu, tried multiple different challenges same results

^ same issue as Edgify. Can't complete or progress past the first event. Only option is to restart or quit.
