This can easily be done in a Custom Event. Create a new Championship, 1 Event, 1 Stage.
Select any Stage you're comfortable with driving (I went with the shortest route).
Set the AI difficulty to 1 (Very Easy).
Once you've won the Stage and continued on past the podium it should unlock.

Even on the lowest difficulty, you still can't afford anything more than a few minor mistakes. I found changing the tyres to soft and removing the spare wheel was enough to make the difference and claim 1st.
