When you first visit the upgrade screen, a pop up appears that says "As we gain more experience with a vehicle, we'll develop upgrades to improve it. The more distance you cover in a vehicle, the more experience we'll get. You can also assign perks to the crew members to unlock upgrades quicker. Note: You must purchase the car yourself to unlock upgrades. If you got the car for free then all the upgrades will be unlocked already. I would recommend purchasing a 1960s car and playing the Club Championship. An upgrade unlocks based on the miles you drive so after the 4th or 5th event you should unlock your first upgrade.
