To do this achievement you will need only 1 other player.
Select multiplayer in the main menu and then xbox live.
Invite the other player into your game.
Select team playlists, then racing and then private.
Veto until you get the race-off game type.
Wait for the race to begin.
After it has began, the other player presses start and selects retire.
Within a few seconds the race will end and you will have your achievement.

To confirm, you can do this with a dummy account. I did (main account on my 360 and dummy account on my One)

when i did it, the player who isn't retiring has to finish one lap before the race will end.

hi my solution is a little bit easier i think.... went on last night to get this achievement and you only need you and one other.
load up the game and go into xbox live - multiplayer and you enter a lobby by yourself. then invite your friend and you will both be in the same lobby from here set up.

when the game loads you will either get race-off or domination
and because not many people play this section anymore you should be the only two in the lobby let the game load and just take it in turns to win.
when the race is over and it starts loading back to the lobby the achievement will pop for which one won the race
hope this helps

Select Multiplayer from the main menu, then choose Team Events. Search for a match, then play for a while and hope that you get a good team so you can win and get the achievement. Stick with it, it may take some time to get lucky and win, but in every game you play you will earn xp towards the level 30 online achievement.
The achievement unlocks at the end of the game (race).
If your going for the completion of the game, I wouldn't worry about this achievement, as you'll probably win a team event on the way to level 30.

Go to multiplayer in the main menu and select Team events. Join any given event and make sure your team wins to obtain this trophy.
