I did the lowest car I had and each of the 3 starting upgrades cost $2500. They seemed all to go up 2,500 for each upgrade, so it was 2,500, then 5,000, then 7,500. Did all 3 categories and achievement popped for me. I'm sure it would be higher if the initial upgrade was higher cost.

In the menu where you can pick a car, press 
to upgrade it. Buy all upgrades for power, weight and handling for that particular car.
Note: Some people have reported that instead of a silver trophy, they've received a gold trophy. After this the trophy won't synch to the PSN. This problem seems to appear only for people from the Australia/New Zealand area and at this moment there is no solution known for this issue.
