Quest 8: Where Fates Align
Cats are first available at the third location after Thor sends you to the Well of Urdr.
Go up to one a Hold Y to pet.
They are also available after the following scene, on the light bridge when you first get to Asgard.

In the myth Freya's chariot gets pulled by one white and one black cat. As my cat is black and a bit white, I called her Freya.

It seems like this is story related anyways as the last cat you "herd" before meeting with Freyja you have to pet instead of "speak" to anyways.

As soon as you can control your character you can pause the game and using RB go over the the quest tab. From there you can select the mission (Where Fates Align) scroll to the bottom (mission 8). Once you're in this mission Where Fate Align do the following Right at the beginning if you move a little, Thor will come over riding a reindeer, speak to him (jump on the other Reindeer or hold left on your D-pad to call your own) then follow him across the bridge. For quests simply follow the green markers on the navigational bar at the top of your screen this shows you where to go next Once he stops you can head up to the top of the hill and collect his requested items, one is up the ladder in the giants house. The other is at the bottom of the large vat where you swim down, just across the way. There are multiple additional collectables here look for yellow and blue markers on your navigational bar, they aren't necessary for this achievement but if you are going for 100% you will need them.
Head back to Thor, follow him to some tall steps, he gets off and sits down, speak with him and then head up the steps and inside, an additional collectable not needed for this achievement can be found in this area ,head over to the well, then head back out to Thor and speak with him again. Accept his invitation to Asgard, once loaded in you will be in the well again it will look a little different, there are multiple cats here go and click on one asap before a cut scene kicks in. If you missed one there are plenty once you arrive in Asgard. there are more collectables in Asgard that aren't needed for this achievement.
