How to unlock the Howlers ’til the End achievement in Dishonored 2 - Definitive Guide

This occurs during the Dust District Mission. Mission 6, I believe.

For this you will need to take down Vice Overseer Byrne either lethally or non-letjally and bring the body to the Howlers pub on the other side of the map. Both sides are initially hostile to you, however If you walk into the Howlers area whilst carrying the Body of Byrne, they will not attack you. Once close enough to Paolo, who should be out back, you will enter a cutscene and the achievement should pop

Note, that there is an achievement for doing it the other way around and assisting the Overseers by bringing them the Body of Paolo. So I would advise a save at the start of the mission to allow you to get both of these. I'd also recommend you check out the achievement "Eureka" as it involves working with one of these two factions and then reloading a save to get another achievement.

In the sixth mission (the Dust District) you are given an option to eliminate either the head of the Howlers or the head of the Overseers in order to get the combination to a lock (you can also find the combination through other means, including logically working it out). This achievement is gained for knocking out/killing the head of the Overseers and returning the body to the Howlers. The Howler territory will go neutral the moment you enter carrying the head overseer's body.

You don't want to go in the front entrance. The best way to get through this without getting mobbed is to crawl into the hole in the brick wall to the right of the Black Market. Up the incline, you will find two Overseers. One of them will likely get a grenade out, you can shoot him before he throws it and it will kill him at the least and perhaps both. Now all you have to do is carefully take out the enemies. If you don't have powers, you will of course have to go into the headquarters via the front door. There are not too many on the first floor, but if you start a major fight on the second floor it will bring down every Overseer from the second and third floors down on you. You can get the drop on The Vice Overseer by climbing up to the wrecked fourth floor. Get the body and take it to Howler territory, the closest exit is to the right upon leaving the building. They will not attack you.

This achievement can be earned during Mission 6, The Dust District, but please take note it directly conflicts with "Faithful to the Abbey."

To join the Wailing Ones, go to the Overseers' Hideout. At the entrance to the territory, the guard will not let you in - kill him immediately and go forward. Next, a fierce battle awaits you with a couple of dozen caretakers; break forward into the building, to the top floor (you can kill everyone quietly). On the top floor, kill the main one and take his corpse. Your task is to take it to the Wailing Tavern and give it to Paulo. After this, Paulo will praise you, give you a code to the door and you will receive a trophy!

Byrne can be stunned rather than killed (if you go through without killing). Paolo too, but he'll have to do it twice. It is quite possible not to aggro everyone and get through with minimal encounters.
