How to unlock the Flooded Basement achievement in Dishonored 2 - Definitive Guide

In the present day of Mission 7 there is a large room with two wolfhounds. On one side of this room is an elevator. Not too far from the elevator is a staircase. Go down the staircase and take out the rats. Go over to the elevator and switch back to the past. Now carefully go toward the other side of the room and stop when they start talking. Go back a bit toward the elevator and wait for the guard who will sit on the couch. He won't stay there long before he starts heading back, so stay around the corner just out of sight until he starts walking. Go get him and bring him back over to your corner area. The other guard stays on the platform and is better ambushed using the Timepiece. After he is down, go over to a case near an opening in the wall. Grab the wheel and toss it in the hole. Back in the present, the hole is much bigger and you can get in there and put the wheel on the valve and turn it to drain the water. As you as you get the rune, the trophy is yours.

This achievement can be earned during Mission 7, A Crack in the Slab.

After obtaining the Timepiece from The Outsider, leave the room via time travel, similar to how you would for the "Under the Table" achievement, and remain in the past (with the manor fully restored). Take the first door on your right in the hallway and you will find yourself in a kitchen. Time travel to the present, loot the cabinet directly in front of you for a key, then return to the past. Move towards the back of the kitchen and down the small corridor. Use the key to open the locked door, time travel to the present, turn left, and hop out of the broken window (beware of the hound in this courtyard).

Pass through the sealed doors on the left-hand side of the courtyard and you will emerge into a large, debris-filled chamber. Hug the left wall and make your way downstairs into the basement. Time travel back to the past and you will notice two guards in the room ahead. Take both of them out however you'd like, grab the red crank wheel in the display case to the left of where they were, and then throw that wheel into the hole in the wall (the same hole one of the guards was looking through).

You can now switch back to the present, jump through the hole, grab the wheel and attached it to the pipe on the left-hand side of the flooded room, and crank it to drain the water. Once the room has been drained, turn around and you will find a Rune atop a wooden crate. The achievement will unlock after picking up the Rune.

Did this one accidentally did.
Using the Timepiece go back in time and take out the 2 guards. Once they are gone grab the wheel inside of the case in the back corner of the room and take it through the hole in the wall. Attach the wheel to the spot on the wall. Go back into the present and hop in the water and turn the wheel. The water will subside and the crate will sink to the floor where you can then grab the rune and pop - Flooded Basement Trophy.

P.S. I've read this Trophy can be buggy and apparently reading the note outside on the wall can cause the Trophy to pop after you've done everything else.

This achievement is earned in mission 7 "A Crack in the Slab." After getting the time turner device (one of a number of Harry Potter-like things that show up in this chapter), you need to head to the basement via stairs in the left side of the main inner ballroom in the back-center of the house (the large multi-story room you would come to by going through the front door, straight ahead through the lobby and through the doors then down the short corridor).

Once down the stairs, head to the right and in the past timeline you'll see two guards looking up at a hole in the wall and having a discussion about something. Take out both guards, then grab the crank handle/wheel to the left of where the guards were. Climb onto the box and look through the hole and throw the wheel into the small room there. Switch to the present and limb through the hole and into the water. Swim down to the crank wheel, grab it, then head to the left to find the place where you can put it. Turn the wheel and the water should subside, lowering a floating box with the rune on it. The achievement should unlock about now (or when you pick up the rune).

Note that the first time I did this the water didn't lower due to an odd bug, so make sure you save it back a few steps (perhaps before jumping into the water) in case you need to reload and try again.

Task 7 "Crack in the Universe." You go down to the basement through the hall where the elevator is located, you see two guards throwing silver into a hole in the wall.

1. Kill/put them to sleep
2. Take the valve to the left of the hole and throw it inside
3. Move into the present
4. Insert the valve where necessary and turn it

You are gorgeous!

In the past, take the valve to the left of the hole in the wall and throw it into the hole. Then we move to the present and climb into the hole, take the valve and release the water.
