This achievement is obtainable as part of the optional objective "Sedate the Bank Personnel (Look for the Pharmacy)" in mission 3; The Bank Job.
First, you need to head to the pharmacy (objective marker). This achievement is buggy. I didn't get it.
EDIT: I was finally able to pop this after I restarted the mission from my save. I didn't do the mission select just reverted all the way back to my first save before I got in the carriage to come to the main area. Then, I got on the carriage and loaded a 'fresh' city and I was able to get it.

You'll get this in Mission 3 (The Bank Job). This is in the same area where you eliminated Jacobi in Mission 2. Use Semblance on one of the guests hanging out off to the side, and then walk over to the chairs in front of the auction. Keep placing bids until you win. It went to 400 coin for me, but I don't know if that's set in stone or based on how much money you have or what. At any rate, you can get it with 400. Once the auction ends the achievement will pop.

I had 410 on me at the time, so I was thinking it was possible that it goes up to whatever the most you can pay is. It was going up 20 at a time by the end. Though it could be random.
