Possess a fish. Fish are in most waterways around the game, as long as you have the possession skill (or have the three runes for it) this is pretty straight forward.
Use the possession on the fish as you would anything else and you've got it. If you're going for 'Flesh and Steel' just save before hand, spend the points, go to water, and quit and reload.

Might not be a bad idea to add that if you are having trouble locating a fish in a body of water, you can use the Dark Vision power to highlight where they are swimming. Might shave a few seconds off your hunt time :)

This achievement requires you having Possesion rank 1. There are two very easy ways to do this achievement.
First way is in Mission 05: Lady Boyle's Last Party. Immediately after you get out Samuel's boat into the water. Swim towards the Boyle estate and you will notice a shit ton of fishy bois swimming around. Possess one of them and swim around a bit. Cheevo popped.
Or you can load up Mission 09: Light at the End. You can just kill Samuel and his body will fall into the water. This attracts the attention of fishes that will start munching him. Just possess a fish and swim around. Cheevo popped.
