This can be achieved in the mission HIGH OVERSEER CAMPBELL.
Before you start the mission, a lady (Callista) will tell you about her uncle and ask you to protect him.
Once you get into Campbells meeting room, you'll find two glasses on the table. One is poisoned (that one is for Curnow) and the other (Campbell's) is not. Just switch the glasses and hide. Then the two men will enter the room, have a drink, Campbell dies, Curnow escapes. The achievement will unlock once Curnow is gone.
Alternatively, use sleep darts, and hide the unconscious Curnow somewhere safe. In that case the achievement should unlock at the end of the mission. This way you avoid killing Campbell.

Heads up. Dont choke Campbell. Somehow the ginger bird says He hasn't returned." "I hope he's alright." Meaning he's dead. Bs i know.

I tried this approach first in the Definitive Edition then in the 360 version and it worked in both. It didn't even bust my Ghost attempts. Dump the glasses, follow them to Campbell's secret room, lean out from the crates and tranq dart Campbell when Curnow is looking at the painting, then crouch in the gap between the wall and crates. Curnow draws his sword but immediately walks out of the room. Then he quickly leaves the area and is declared rescued. I've done this multiple times in both versions and it always works. In a non-Ghost attempt, I spoke with Curnow who didn't recognize Corvo with the mask but thanked me and left.

You can obtain this achievement in chapter 2: High overseer Cambell. Once you've made it to Cambell's meeting room, swap the two glasses. Cambell will now get poisoned and Captain Curnow will survive. You can also just kill Cambell before they get to the drinks.
If you plan to tranquilize Captain Curnow, you need to move his body to a save place for the achievement to pop.
