How to unlock the Long Live the Empress achievement in Dishonored Definitive Edition - Definitive Guide
From Foxfire49's guide for the Xbox 360 version:
This achievement is called "Long Live the Empress" and you get this for saving Emily and beating the game.
*CONTAINS SPOILERS*
Saving Emily:
Low Chaos - Really simple, enter the Greenhouse. Either sleep dart or directly confront Havelock either way grab the key and go unlock Emily's door. (Achievement Unlocked)
High Chaos - Climb the Lighthouse, stay hidden and headshot Havelock with a crossbolt. Really handy if you have the Lens Magnification upgrade. Emily will appear to fall...run to the edge and press X where you see her hands.
Or if your not going for the "Mostly Flesh and Steel" Achievement...just use possession on Havelock and walk him to the edge and end possession so he falls to his death then go after Emily.

With high chaos, you can actually just blink next to them and kill him with you sword and save her.

I don't know if anyone else had this problem but I did 2 full playthroughs and neither of them unlocked this achievement, it wasn't until I did a high chaos playthrough and confronted Havelock on top of the lighthouse and saving her it unlocked

Saving Emily is different on high and low chaos:
Low Chaos: Emily will be inside of a room in the greenhouse at the top of the lighthouse, the key is on a table near Havelock. Open the door Emily will come running out.
High Chaos: Emily will be on the balcony with Havelock, stay hidden and shoot him with a dart and run to the ledge to help Emily back up, or you can use blink to get close to Havelock and just use your blade.

Timeline: High chaos first
Low chaos starts at 4:44
Low Chaos: Emily will be inside of a room in the greenhouse at the top of the lighthouse, the key is on a table near Havelock. Open the door Emily will come running out.
High Chaos: Emily will be on the balcony with Havelock, stay hidden and shoot him with a dart and run to the ledge to help Emily back up, or you can use blink to get close to Havelock and just use your blade.
