Another really simple area to achieve this is the bridge level (Level 3 after the prison).
Very close to the beginning of the level you will gain access to a rail cart, (the key is on the upper level of the building). After using the cart to cross the street, use blink to access the balcony opposite the cart, from here you can attract the attention of the guards and they cannot do anything to you, simply hide in the corner until the achievement pops.

Plus one, after I popped it, I got their attention and got "Cleaner" as well!!!

Worked for me on level 3 with replay mission. Just on the first open area and climbing to a balcony

doesnt work in mission replay, has to be done during game like alot of the achievements in definitive edition

This is easily achieved during Mission 02: High Overseer Campbell. When you go to the Distillery (Slackjaw area), the thugs will aggro you automatically unlike Mission 03. When you enter the Distillery, there'll be five guys right down the front entrance stairs. Go and draw aggro from them, and run back to where the entry door is. You'll notice some piping along the left side wall when you are looking out from the entry doorway. Blink onto those pipes and hide there from the pursuing thugs. Stay crouched and hidden up there until all the thugs give up the search. Cheevo popped.

Received this achievement by accident. I had Blink II and Agility II enabled.
During the High Overseer Campbell level, you are confronted with the Wall of Light in order to access the area beyond. Follow the tubes and ductwork on the side of the Art Dealer's house until you are facing the Wall of Light. There is a large sign across from you on the right side of the Wall of Light. Blink to the top right corner of the sign where it meets the corner of the roof. Then Blink or jump onto the roof.
Cross over the roof while in stealth mode. You will be directly above a watchtower. Blink onto the watchtower and remove the Whale Oil tank. The guards will immediately be alarmed. Blink onto the roof across from you - it's wide and separates the two streets. Hug the back brick wall until the guards lose interest, only takes a few seconds, and the achievement will pop.
Once the guards stop their pursuit, you can jump down and access the transition door to the Golden Cat House.
Note: Do not rewire the control panel as the system will then kill all the guards in the area and you will not get the achievement.

There are plenty of good levels to get this Trophy, but I believe the best ones are Lady Boyle’s Last Party and Mission 8 (Loyalists)
1. If you are doing this at the Party, the best spot is in the closet that’s powering the Gigantic Wall of Light. Just run around and when you think you have enough, run into the closet and hide behind those 2 stacked boxes.
2. If you are doing this on Mission 8, the best spot is either Piero’s Workshop or inside near the inner stairwell/Loyalists bedrooms. Run around/kill some to increase your chances.
