In Brigmore Witches, upgrade your PULL ability to level 2. Now you can lift people (enemies) into the air.
When you find a spot with two enemies, use PULL on one of them and hold them in the air in front of the other one. They will likely cut down the poor devil hanging in the air first, which will give you the achievement.

Perfect spot is right as you enter the textile mill.

Made a save with 6 runes or 8, whatever it is for Pull II, got the achievement and then loaded back and put the runes into Bend Time II.

You will need to unlock Pull level 2 which will allow you to pull individuals. Just use pull on an individual in a group and that should hold one while the others are aggro'd. Once they use a ranged attack and hit the person you're holding the achievement will pop.
Hatters and Deliah's Witches all have ranged attacks so they work well; the most Dead Eel's use swords and grenades so they aren't ideal candidates.
A final note is that this won't work on dead bodies as you will pull them towards you then hold them instead of holding them out in front of you
