"Stone Cold Heart"
In the second chapter, you enter the home of a lawyer named Timsh. You can't miss it. Go all the way to the top floor, level 4. Turn left at the top of the stairs and you will see a closed door with three deer heads on the left side of the door. Enter the room to see a large statue. Press X to talk to it.
Kinda funny :)
There's a rune in this room, too, and 100 gold coin.

The statue of Delilah can be found as shown in the video on the top floor of Timsh's house. Once found just go up to here and start the conversation, just watch out for roaming guards.

Once you get into Barrister Timsh’s estate in Eminent Domain, make your way up the stairs to the fourth floor. The statue is in the last room at the end of the hall, along with a rune. If the door is locked, pickpocket Timsh; he has the key. Pickpocketing Timsh is required as part of the mission anyway.
