There is multiple video walkthroughs for all collectibles on youtube that together with all the challenges that you will need to complete as well, will give you more than enough upgrade chips to upgrade all characters. This can only be gained once your crew has reached Level 10. Make sure you dont just upgrade all characters that you can take into Chapter 12 Hot Wire (final mission) BUT also go into the the menu for a previous mission that has Ox Eye as crew member and upgrade him as well.
