If this doesn't unlock straight away for you after you get your penultimate achievement try joining a multiplayer match. It unlocked for me as soon as I loaded into a multiplayer match.
I can't claim this is an ultimate fix, just letting you know what worked for me and hopefully it might work for you too.
Edit: It may also unlock by loading up a single player mission again after getting all the other achievements. This may be the better tip for the future as I'm sure the multiplayer will be dead again after the free play weekend finishes. Thanks to Ale386.

Worked for me. I was worried that I wouldn't get this achievement due to getting kicked out of the game right as the final cutscene started due to an update. That was incredibly poor timing. The achievements popped at the dashboard but I wasn't sure if they would actually be recognized for this one. I booted the game back up and finished my last two achievements, Outlaw mission and all upgrades, but this achievement didn't pop. Loading into multiplayer worked as you said it would.

I had this problem yesterday. I just loaded the last mission of the campaign and it popped as soon as I was in control of the gravicycle. You don't need to play a multiplayer match for it to unlock, but if you really want to for whatever reason, it will unlock in that way too.
