DcupsOfJustice's solution is great and also correct.
(Choose to Help Metairie to get the deed to her house over the other guy getting the magic shop.)

However, i obtained the photo of the eye on my 2nd visit to the Floatyard. I climbed up to it via the mushrooms, spinning playing card etc and stood on the platform in front of it. My camera logo turned green and it let me take the photo.

The problem that i had with this achievement (the reason i could not get it on my first playthrough), is that i went back to Metairie in Bog Easy - Old Town and gave her the photos before i had all 3. Then the game wouldn't let me take the photo of the bear in Fort Wasteland as the quest said Completed already.

So make sure you take ALL 3 PHOTOS before returning to her.
NOTE: as DcupsOfJustice stated in the solution, Gilda is in Autopia, she will first show up next to the projector that you entered Autopia through. She will only show up after you destroy the 3 Guardian Siphons though.

This will start at the "Friend In Deed" quest. You must give the deed to Metairie, she's standing at the start of Bog Easy. After giving it to her go to the house and she'll tell you about picture on the wall. The bear is to the right as you start Fort Wasteland. For the eye, you must take a picture the first time you are in Floatyard as they will not be on the second time around. You can take Gilda's picture just as soon as she shows up in Autopia.
