This achievement can be awarded to both co-op players or solo.
All you have to do is fix the pipes in Rainbow Falls for small Pete he'll be pretty annoyed. You'll know you're there once you see the Seven Dwarf statue with the rainbow paint waterfall around them. Fix all three pipes in this area and pull the mickey head in the middle and Oswald will do his magic and pop goes the achievement.
