Each Play Set has 30 Gold Stars in it. To see the requirements for the Gold Stars, press Back and go into your Mission Log. Press right and you'll come to the "Gold Star Missions" tab. There are 30 missions here, each which will net you a gold star.
I recommend waiting to pop this achievement until after you've completed the story for your specific Play Sets, as you'll earn quite a few from story missions as well as earn the necessary toys to complete several of them along the way. To unlock this achievement, you have to get half of the stars in two different Play Sets. But I recommend going for all of them, as you'll need 70 stars in the main Play Sets to unlock the following achievement (which is all but 15 of the last play set):
