You do not ned to do the character-specific challenges for this, only the normal ones, so you don't need to buy any additional characters to get this.
The Pirates set has only 9 challenges. Some are collectible, some involve killing enemies, one involves using only bombs and one involves your cannon dinghy. (I won't lie, that thing's awesome.) There are no bike or driving missions, which worked better for me since you can't maneuver them as well as a character. There are also no races.
It's going to depend on your style of play, of course, but I just found Pirates the easiest.
Edit: The dinghy challenge is a bit of a pain to find. Tia Dalma gives you more missions after the story is over. I think you have to do one or two before it shows up. It's in the bayou.
Go past the part where Tia is and through the next canal. The challenge should be on the dock on the right. :-)

you might want to add that (it seems that) you don't need the character-specific challenges, so no extra purchases are required.
