You just have to place 4 buildings you've gained to the Toy Box while playing a Playset Story, this was easy getting after the Fraternity/club-houses Story Missions in Monster University

Play Set buildings will unlock as you complete each of the 3 stories. There are more than 4 Play Set buildings in each story so once unlocked, go into your Toy Box and place 4 buildings in the world to unlock. Make sure you're using the buildings you unlocked in the Play Sets, not the buildings that came in the Toy Box or were unlocked from Vault Spins.
