Basically, you'll need to change the appearance of 6 different buildings.
Applicable buildings will bring up a "Customize" prompt as you stand near them. Some will be preexisting, while others will need to be purchased from the Toy Box. You only need to make one change to the building for it to count, you do not need to change every customizable aspect.
Also, you do not need to customize all in one play set, as the count is shared across all playsets.
As for the best place to do this, that would be the Monsters University play set. There are initially 5 customizable houses in Frat Row, with another 5 that can be unlocked via the toy box after a few really simple quests, some of which will involve customizing the houses anyways.

I got this while playing the toy story play set. After making six buildings walk up to then and press square to customize. It must be six different buildings, I'll let you know about other party sets you can do this in.

Monsters University is the easiest way to complete this. Once you are taught how to customize a building, run around and change something on 6 different buildings for this to unlock.
