Toys are unlocked by progressing in each Play Set's storyline. A list of toys you can unlock is available by pressing Back and going into your Toy Box. From here, you can purchase any toys you've unlocked (though you'll have to wait for some of them to be delivered and open the package to get them). Each Play Set has more than 10 toys to unlock, so you should be fine playing in one set. Decorations and gadgets (such as the toilet paper launcher) count towards this as well.

This should come naturally by completing the stories in the Play Sets. Once 10 items have been unlocked that can be used in the Toy Box, the trophy will unlock.
