This is pretty straightforward.
As you play through the playsets, you will unlock Toy Box items that need to be purchased in the playset, some essential for the story to progress, such as Mr. Incredible's Sports Car.
Simply purchase one of these, go into a toy box, start edit mode, then plunk the toy down. The achievement will pop as soon as the item is placed.

Play in a Play Set of your choice until you unlock some items (either from the collectibles in the play set or from the store in the play set). Once unlocked, go into a Toy Box and place the item in the world. If you are not online or in someone else's Toy Box, you are considered the host of the Toy Box you are in.
