To be more specific, a Tool is a gadget that replaces your RT attack and can be equipped when you unlock it by pressing RB and selecting it. This achievement will unlock naturally through the story mode and you shouldn't worry too much about getting it. However, if you're curious or impatient, play through Monsters University until you have to go to Fear Tech. You'll unlock the TP Launcher and will have to use it to get to Fear Tech. Keep completing missions until Squishy asks you to return to Monsters University, where the game will allow you to purchase the Paintball Gun. When you purchase it and open the package, this achievement will unlock.

In the monsters university Playset you can unlock the toilet paper launcher and the paintball gun. Once you buy these two tools you will get the achievement

This can be done in either the Pirates or Monsters University Play Sets. You will be guided to purchase 2 tools in the Monsters University Play Set. In Pirates, you can purchase the tools once you unlock them, but they are not required to complete the Play Set.
Note: I have not played the Cars or Lone Ranger sets so I'm not sure if this could be completed in one of those.
