I got this achievement in the Incredibles Play Set. The packs I had purchased were the Glide Pack and the Hoverboard. They become available to purchase in the Toy Store as you progress through the story.
FYI- there appears to only be one pack in the Monsters U play set (the Cracklin' Backpack) and the Pirates play set (the Atlas Blade), so I don't think you can get the achievement in either of those play sets.
I'm assuming you could get this in the Cars or Lone Ranger play sets if either one has two packs available.

I can confirm that you can get this in the Lone Ranger playset. You get a TNT pack and a pack that "fires" the Thundering Hooves, or something like that. The TNT is along the story missions while the Thundering Hooves is acquired when you talk to the Indians on the hill and catch up to Thundering Hooves enough times, which is also how you get a whole lot of horses.

I unlocked this from The Lone Ranger Play Set. There's 4 packs in that Play Set. One will unlock over the course of the main story, one requires finding 5 easy to find crow towers, the last 2 require you to wait until night to chase a glowing white spirit horse which is easy to chase down.
None of them are terribly expensive, but coins are easy to come by in this Play Set given the number of missions that just ask you to deliver a supply of something to one of the camps, which is a simple matter of using the train.

Note: I am waiting for confirmation on whether or not this can be completed in the Cars Play Set.
