To be more specific, each Play Set has 30 Gold Stars in it. To see the requirements for the Gold Stars, press Back and go into your Mission Log. Press right and you'll come to the "Gold Star Missions" tab. There are 30 missions here, each which will net you a gold star. While Tabbe is right in the regard that some stars come from completing specific missions, not every quest will give you a gold star and it's mainly story missions. For example, the story mission in Monsters University where you have to TP Fear Tech's statue will net you a star while the mission to sneak and scare four robots will not.

I recommend waiting to pop this achievement until after you've completed the story for your specific Play Set, as you'll earn quite a few from story missions as well as earn the necessary toys to complete several of them along the way. To unlock this achievement, you merely have to get half of the 30 available. But I recommend going for all of them, as you'll need 70 stars in the main Play Sets to unlock the following achievement:
