For this achievement, you have to beat the story mode for three different play sets. You don't have to 100% them. Instead, just keep playing missions until you progress the story to its end. This will unlock as you watch the third Play Set's ending. Since the game comes with three, just beat those to unlock the achievement.
Just an FYI, story missions are given to you by the main characters of the movie, not the random people walking around. For example, a random tentacled monster's mission isn't story while accepting one from Terry & Terri is considered a story mission.

It may be worth noting (but isn't worth its own solution), that I don't think it cares which stories you finish, it doesn't have to be the starter kit sets. Reason being, my game wouldn't load the incredibles playset for some reason so I played through the Cars one and when I finished the 3 stories and 15 stars cheeves both popped.

When you say the three play sets come with the game, are they power disks or software? I ask because I am looking to get this used and I want to know if I have to buy extra stuff if i get a set that is not complete.

The Starter Pack includes the Play Sets for The Incredibles, Monsters University and Pirates of the Caribbean. Play all 3 of these Play Sets to conclusion of the main story to unlock these trophies. Alternatively, you can purchase and complete the Play Sets for Cars or The Lone Ranger if you would prefer to do those. You do not need to complete side quests for these to count.
